美国青年基层就业政策的变迁及启示

摘要：

美国罗斯福新政时期以来青年基层就业政策发展主要经历了三个阶段:以政府为主导的初始阶段;以州政府为主导,社会各界广泛参与下的转型阶段;多方参与,共同协作下的完善阶段。借鉴美国青年基层就业政策的发展经验,我国政府及相关部门应制定更为细化、更为因地制宜的基层就业政策;进一步增加财政投入,加大优惠力度;更加鼓励社会各界广泛参与、相互协作等。

Abstract：

Based on the study of youth grass-roots employment policies in the United States since the New Deal period, we find that there are three main phases in the development of youth grass-roots employment policies in the United States: the initial phase is the government-leading period, the transitional phase is led by state government and accompanied by the broad participation of several social sectors, and the perfect phase with vast participation and collaborative work. Through these three phases, a nationwide and far-reaching youth grass-roots employment policies system is finally formed. Given the experience of the development of American youth grassroots employment policies, the paper puts forward to develop and improve youth grass-roots employment policies in China. First, the government and relevant departments should enact some youth grass-roots employment policies that are more refined and compatible with local conditions. Second, the government should increase financial investments further and strengthen preferential policies. Third, the government should promote a new development model of youth grass-roots employment policies that enables higher level of participation and collaboration..
